omg... i actually did it. K, this is the method i ..well i haven't used it in a while actually ^^ but I used it all the time when I didn't have a tablet.
*A HUGE majority of this is what I remember from 's tutorial from forever ago but I guess.. took down. Anyway, I just have my version of it here. Hope it's helpful

Well, the pen tool works a little differently in Photoshop. The pen tool in photoshop draws a vector line and it creates a new layer for each line. You can't erase the ends of vector lines. You'd have to ink the whole picture, merge the lines, and go back and sharpen all the lines later, and it's just such an inconvenience. the PSP draw tool has an option to auto-raster the line. Just unclick the vector option box. Plus, the controls for the bezie in PSP are easier to learn IMO. There's no anchor points or anything. You just bend the line how you want, and all the lineart is on the same layer. So, I guess you could do all of this is photoshop, but with the cost of much frustration and time, I would think . This is the easiest option, in my opinion .
**The bezie tool in Paint Shop Pro 7 works like MS Paint's bezie tool, or like, an oekaki bezie tool. Big difference from PS7!
*** xDD OKOK so I've been informed by multiple peeps that you CAN make rasterized lines in photoshop.. if you know how to do that.. cool. If you understand the controls for the pen tool in photoshop, cool. Cause I'm just not that good at it x) I'm just used to PSP7, and that's how I'm used to inkin' so that what I used in the tut . I'm just stubborn like that x). Why should I not be seduced by PSP8?
Because they changed their draw tool to be exactly like Photoshop. Why not use photoshop lines? See above. C'mon Jasc, you just had to try to be like the cool kids. You were cool in your own way. Tut tut..
